I have a part time job and make about $190/biwk. no fed or st comes out. will I end up owing?

I claim 0 at the p/t and the f/t job. The f/t job is taking the right amount out. The payroll dept at the p/t job said the new stimulus pkg was the reason nothing was coming out b/c I made less than $400. Am I going to owe if I keep this job?
