What would you do about this dog?

This mean guy who lives next to me in the apartment complex recently got a beautiful female labrador pup. Anyway this guy is lazy, his apartment is filthy, Dog poo everywhere. Now before you judge let me say that the reason I know this is because he always asks my husband to come over and work on his computer. My husband came back and was very emotional saying that the labrador was still in her cage crying so loud he could barely concentrate on what he was doing. It made my husband so upset he came home and hugged our lab as if he had never seen him before :(. This guy works very very long hours and asks me when I get off if I could let her out. Which I have no problem doing however the apartment smells soo bad that I have to try my hardest not to inhale for fear of ping out from the horrid smells. I have never had the displeasure of seeing a beautiful animal trapped in a cage all day just to be let out at 5, then returned to the cage till about 10. He never walks this dog so on the weekends I take BOTH labs with me because for goodness sakes this is a PUPPY we are talking about. So what do I do, Can I make a complaint to someone? If so then who. Thank you for your help
